Mortar has to be softer than the brick around it. Modern high-cement mortar on a hundred-year-old soft brick is harder than the brick, so the brick face spalls off instead of the mortar wearing — and the repair destroys the wall it was meant to save.
Everything above the roofline takes the weather from every side with no building behind it to keep it warm. That is why chimneys fail there first and why a rebuild usually stops at the roofline.
Freeze-thaw is the mechanism here. Water gets into an open joint, freezes overnight, expands, and takes a little more of the joint each time. A December of wet weather followed by a cold snap does years of damage in a fortnight.
